Because I translated the text and that's what he said. "Choujou Kessen" is the Japanese title of MotM and he specifically mentions "Choujou Kessen 2." If it was just some new sprite he made on his own he probably wouldn't bring it up in relation to a game that was never released.

hmm, I guess so - just seems like something snk would get mad at him for saying. And if he's got that sprite, what else does he have! I'd been told most of that stuff was lost somewhere.

Didn't SNK release a sprite sheet with a bunch of new characters for Mark of the Wolves 2 earlier this year? Even if they lost a lot of stuff throughout the years, I imagine a lot of it is just sitting in storage somewhere waiting for someone to rediscover it.
