I think this is Fatal Fury Special. Tung Fu Rue isn’t in Art of Fighting. It could also just be anything because I can’t remember either game very well at the moment.

Yep, it's FFS. It's one of the ROMs installed by that Humble Bundle NeoGeo collection. Also the FF game that retains what was to me a surprisingly popular following among some of the Japanese arcade YouTube channels I've followed.
