Gen-An, MOTW Terry, and Bishamon just have normal moves, whereas the other new characters have complete move sets. It also looks like they were figuring out how to get 4 color sprites. (n/t) from bluefour.
Rock has a sprite, it's just partially see-through. ^ _^
