I always wonder if someone at the publisher is just a fan of a particular game whenever something like this happens. "I know Karous didn't get a good reception, but I had wonderful memories playing it on Dreamcast with my college roommate. I can publish it for next to nothing? DONE!"

I really can't imagine that being the case. I know very few people at retail publishers who legitimately enjoy games. the next to nothing rights is something, but it's still a lot of effort and money to port and distribute, so it's very odd.
