Nope. I could go check a ROM I guess. It was brought up in the NeoGAF thread by people who made like they knew what they were talking about. : o

Or wait I guess I would have to play it on an MVS to be sure. Or maybe they were trying to simulate artifacts of an old CRT. :o Although then I guess they probably would have made it toggleable, like the scanline effect.
