The quotes they use call it "the successor to the NeoGeo" and "a next-generation system"--no reference at all to a handheld, but the 1999 IGN writers decided this must have meant a handheld system. It isn't that hard to describe a handheld as a handheld. It's kind of key. I don't think this was about a handheld--not from those quotes. (n/t) from Paleface.
I remember we talked about it a bunch here - this was just the only article I could find. It's likely there was nothing at all in production, but there were more sources, I thiiiiink.
