I have a Vita and a PS3 (and might get a Japanese 3DS in the near future). I don't mind something like Tottemo E Mahjong, Suchi Pie, or something weird. (n/t) from NeoGutsman.

Well, I really like Yakuman DS which is essentially Mario mahjong and is good on the go. Most of my favorite mahjong games are on older systems like the PC-E, Saturn, and PS2. I like both Super Real Mahjong and Suchie Pai A LOT. Lemon Angel on the PCE stands out. I just got a copy of Mahjong Dream C Club for PS3 and haven't messed with it yet. I can get back to you on that one. It looks nice and has reviewed well, it's still in the $50 range though.
 
In all honesty Tottemo E Mahjong + would be my number 1 pick for modern systems. Its challenge mode (with an FAQ) is worth it alone because of how well it teaches the hands. PS4 is download only, not sure about Vita. For Vita you would need the DLC to bring it up to "+"
 
I also bought a mahjong game based around the anime Saki that should be here very soon. I can let you know how that is when it arrives. I'm pretty excited for this one.
