suchie pai is so damn good but yeah, with power ups you aren't really learning. At the very least it may cause you to develop certain bad habits or to not learn proper strategy but the power-ups are super fun once you get a better handle on the basic rules!
Power-ups are really common in battle/strip mahjong games. A lot of PCE mahjong games have them but you can opt not to use them in most. In Suchie Pai, as far as I can tell, they are far more integral to the way the game was designed.
