Mukai's stage is pretty cool and the cobblestone street is okay, the rest are pretty forgettable yeah. Yeah, both boss stages are really good. Most backgrounds have very little movement in them and if they do it’s a sort of full screen tile update sequence, FMV BGs I guess. You don’t see distinctive things catching your eye like in KOF 98. It’s also true that if you have a crappy TV KOF 98 has such uniform brightness of the BGs and characters that it can look bad and be hard to distinguish them. I think they muted the BGs on purpose to some extent to reduce this.
