Most backgrounds have very little movement in them and if they do it’s a sort of full screen tile update sequence, FMV BGs I guess. You don’t see distinctive things catching your eye like in KOF 98. It’s also true that if you have a crappy TV KOF 98 has such uniform brightness of the BGs and characters that it can look bad and be hard to distinguish them. I think they muted the BGs on purpose to some extent to reduce this. (n/t) from SignOfZeta.
Huh, didn't know that about 98. I haven't had that problem with it but I'm using a different type of monitor I suppose--I *do* have that problem with plenty of other fighting games, though. Fighting EX Layer has that problem in a few backgrounds, for instance. ; )
