What I suppose I should say is, in the impossible scenario that it happened, wouldn't a NGPC2 have been more or less a GBA with a clicky stick, essentially? Before the GBA, you could certainly have argued that SNK needed to make their own hardware in order to bring the ARCADE ACTION FEEL to life on a portable, but the GBA was more than powerful enough for whatever they'd have needed to do. well the actual NGPC2 was the "neo geo pocket 64" right? so who knows what that would've looked like. I really think what they needed was third party support.
